I would also like to extend a special welcome and sincere appreciation to our Labuan agency colleagues from the SPRM Labuan, Perbadanan Labuan, LHDN Labuan Branch, and Financial Park Labuan. Thank you for taking the time to join Labuan FSA community today and for lending your support to this important programme.
Ladies and Gentlemen,
Before starting my opening remarks, let me recite to you a beautiful pantun from Labuan FSA’s poet, which won the 1st prize in Labuan FSA’s Pantun Integrity competition recently... and it reads:
Pigi tamu beli bambangan,
Buat santapan bersama ambuyat;
Integriti padu jadi pegangan,
Berkat amalan dunia dan akhirat
Integrity can at times appear to be almost an angelic quality and too good to be true. It can sometimes sound very serious & ominous — the kind we hear during audits, compliance briefings, or when someone starts quoting policies. It can also sound like a big inspirational concept, almost too ideal to live up to. But in reality, integrity is simple: “Do the right thing, Make the right call, and Stay consistently true even when no one’s watching.”
As we gather for the 3rd Integrity Forum, this year’s theme carries a much bolder and more gung-ho tone: ‘From Integrity to Impact: Better Governance, Zero Corruption. This theme is especially meaningful because it speaks directly to the integrity journey we must all take — from values to action, from commitment to results.
“From Integrity to Impact” phrase reminds us that integrity cannot remain merely as an idea, slogan or aspiration. It must be reflected in how we decide, how we manage processes, and how we engage with the people we serve.
“Better Governance” means doing things the right way — not only when it is easy, or when an audit check is near. It is about being fair, accountable and consistent in every decision we make. Because good governance is not just about appearing to be compliant. Rather It is about doing the right thing every day.
And then we come to the “Zero Corruption.” Phrase. This sounds simple, but it connotes a very high standard. It does not mean less corruption, neither does it mean “tolerable corruption”, or even corruption that is “under control.” Rather It means none at all. Because trust is like glass — once cracked, it is never quite the same again. And in public service, trust is not just key; it is everything in order to preserve public’s confidence in us all.
Ladies and Gentlemen,
At Labuan FSA, integrity is not a mere mantra that is utter out — it is a standard that we live by. Our governance and corruption prevention efforts are not made for display, but to be part of our daily discipline. As challenges evolve, we must remain steady, focused and committed. As a regulator or statutory body, we must always remember market confidence begins with reputation — and reputation is built quietly, through decisions made correctly, consistently and transparently. So let us continue to strengthen this together across Labuan FSA, our industry partners, stakeholders and subsidiaries.
I wish to emphasise that integrity is not only about rejecting corruption. It is also about choosing honesty in small decisions, doing the right thing when it is inconvenient, and having the courage to correct what is wrong. Because when something is not right, we fix it — we do not ignore it, condone it, or allow it to become a norm.
Together, let us be clear: Labuan FSA leads with values. Corruption is not an option. Integrity is our priority. As one group - together with Labuan IBFC Inc., Pristine Era & LIS — we must continue to uphold the highest standards of integrity and governance in our daily work. Because better governance and zero corruption begin with how we work, how we decide, and how we hold ourselves accountable every day.

In line with this commitment, Labuan FSA is also moving towards the implementation of the MS ISO 37001: 2025 Anti-Bribery Management System (ABMS). But I wish to emphasise here that this is more than just a certificate on the wall. It is about building a stronger system — one with clearer discipline, stronger controls and integrity embedded into our daily work. Simply put, integrity should not depend on reminders; it should be built into the way we operate.
Coming back to today’s Forum, we have prepared for you a line-up of experts to build on this strong integrity momentum. We are privileged to have with us today excellent speakers, bringing valuable insights, practical experience and real perspectives on integrity in action. In other words, today is not just about talking integrity — it is about seeing how integrity works in practice.
14. We are pleased to have Puan Fauziah Sulaiman from SIRIM, who will share her insights on standards, compliance and structured integrity systems. In simple terms, she will walk us through how strong integrity practices can be properly built, measured and sustained not left to chance.
We also have Encik Sivarasan and Encik Nik Lokman Hakim from the SPRM, who will share their perspectives on corruption prevention, enforcement, and governance strengthening - Key areas for building institutions that are not only compliant but also trusted.
And we have Encik Md Shahrizal Che Dan, also known as “Castello”, who will bring a practical and engaging perspective on integrity in real life. His session will remind us that integrity is not always tested in theory, but in everyday situations that we live in.

As I close, let us remind ourselves that integrity is not merely a principle to be spoken, but a culture to be lived. May today’s forum not only give us knowledge, but also a little reminder in our hearts — and perhaps for us to develop a stronger “internal audit” within ourselves.
