FIDE Forum - Balancing Global Expectations and Local Realities in International Financial Centres

Labuan FSA co-hosted with FIDE FORUM the strategic board dialogue, “One Standard or Two? Balancing Global Expectations and Local Realities in International Financial Centres,” at Sasana Kijang, Kuala Lumpur. The engagement brought together directors and senior leaders to examine effective board oversight within international financial centres and the need to balance internationally recognised governance standards with different regulatory environments and evolving risks.

Labuan FSA Director General Mr. Affendi Rashdi delivered the keynote address, sharing regulatory perspectives on the future positioning of international financial centres and emphasising strong governance, resilience and trust as important foundations for competitiveness. The programme also featured the panel discussion “Governance Beyond Borders: Strengthening Oversight in International Financial Centres,” which explored board oversight across jurisdictions, global standards and local realities, as well as emerging risks involving financial crime, cyber, digitalisation, ESG and regulatory divergence.

The forum also featured a panel discussion on “Governance Beyond Borders: Strengthening Oversight in International Financial Centres,” with Mr Billy Gumbang, Acting Director of Regulatory Policy as one of the panellists, along side with Mr. Khairil Anuar Mohammed Anuar, CEO, Co-opbank Pertama and Mr. Daisuke Ihara, CEO & Executive Director, Mizuho Bank (Malaysia) and Resident
Director, Mizuho Bank Ltd Labuan Branch, moderated by Ms. Shazana Mokhtar, Radio Presenter BFM.

The engagement reflects Labuan FSA’s continued commitment to promoting sound governance, strengthening regulatory-industry dialogue and supporting institutions in navigating an increasingly complex cross-border environment while reinforcing Labuan IBFC’s position as a resilient, trusted and competitive international financial centre.
