Labuan, 21 August 2025 – The Labuan Financial Services Authority (Labuan FSA) today signed the Corruption-Free Pledge (Ikrar Bebas Rasuah - IBR) with the Malaysian Anti-Corruption Commission (MACC), reaffirming its commitment to uphold the highest standards of integrity, transparency and good governance. Having first signed the pledge in 2022, this renewal marks the inclusion of newly recruited members of the management and staff, reinforcing Labuan FSA’s collective commitment to combating corruption and fostering a culture of accountability and sound practices across the organisation.
The Director General of Labuan FSA, Encik Affendi Rashdi, led the pledge declaration, which was attended by close to 150 employees, including staff from its subsidiaries. The ceremony was witnessed by Encik Muhammat Azis bin Malmod, the Director of MACC Labuan Branch.
In conjunction with the Corruption-Free Pledge signing this morning, Labuan FSA held an Integrity Forum titled “Integriti Di Meja” to enhance awareness and understanding of integrity values across the organisation. Three distinguished forum panellists shared insights on integrity, accountability, and ethical conduct in the workplace, encouraging staff to embed these principles in daily decision-making and foster a culture of responsibility.
Labuan FSA has long embedded strong governance principles within its operations to ensure a corrupt-free environment across the organisation. This commitment is further exemplified through various anti-bribery and anti-corruption initiatives, including Code of Business Conduct and Ethics, Guidelines on Managing Conflict of Interest, Guidelines on Whistleblowing and Policy on the Management of Gifts, Entertainment and Corporate Hospitality. Labuan FSA has also provided a dedicated Labuan FSA Speak Up Channel that enables employees and stakeholders to report any misconduct or unethical behaviour in confidence.
Additionally, Labuan FSA is working towards obtaining the ISO 37001:2025 Anti-Bribery Management System (ABMS) Certification by 2026 as part of its key efforts under the Organisational Anti-Corruption Plan (OACP 2.0) 2024–2026. The journey towards ABMS is a testament of our commitment in embracing a culture of integrity and governance in Labuan FSA.

We place strong emphasis on embedding good values in every employee, ensuring transparency in our dealings, strict compliance with legislation and regulations, and upholding the highest standards of ethics and conduct.”
By renewing its pledge, Labuan FSA underscores its continued cooperation with the MACC and other enforcement bodies, supporting efforts to uphold the highest standards of ethics and ensure a corruption-free workplace.
